The Non-Believer’s Favorite Verse

Did you know that non-believers have a favorite verse? It's Matthew 7:1, "Judge not lest you be judged." Their thinking is that this verse means that nobody should judge anybody else regarding anything. It's sort of a "get out of jail free" card that relieves them of any responsibility to God. Is that really what this verse is talking about?
